The afterworld where Angel Beats takes place is where young people go who have important goals that they were unable to complete before death; and think of the after life to be a second chance to complete what they were unable to accomplish in the previous life. When they have successfully accomplished their goals, they will disappear, and become another lifeform in the real world.
Most people said the plot of Angel Beats sucked, which I would disagree with. The show starts to show some good plots, I'd say that the plot was poorly executed in the short 13 episode series, but the qualities are pretty good as the show is getting closer to conclusion.
