Yes, he had like a 0-10 nuke tendency. However once Diplomacy is adopted it adds a -1 to nuke tendency, which made it roll backwards to 11-10, making him hands down the most nuke happy motherfucker in Civ. These days though he has it that high for giggles.

Read my later explanation, I'm not saying he was a bad character, it's just it made little sense for him to be the only real fleshed out part of the legion, and as a person he was just the type of guy that annoys me, but I guess that is what they were going for.

He was OK, but the Legion as a whole was so... unfinished it seemed. He has a history and a reason for doing what he does, and he honestly thinks that his way is better for the wasteland, even though it's pretty clear that his intentions of establishing a dynasty and an empire are all pinned to HIM meaning he will leave no legacy but pain and destruction.

NCR is pretty shit too, it's why I always go with House or free Vegas.
