Don't get me wrong, Caesar wasn't really a badly designed character, he was just out of place with how the legion appeared, and I personally found his mannerisms infuriating.

I'll do a search but I believe I remember reading a while ago that Obsidian wanted to flesh out the legion more by showing off some Legion territory in-game. This was probably stopped by Bethesda's short deadlines. This was also why the game was released in such a broken and buggy state.

Well he was an accomplished warlord used to getting his own way and being a brutal dictator. He had no naysayers, no one to tell him he was acting like an asshole, and overall the legion was sadly under developed. At least they did a lot of work for the House and free questlines.
