Women don't come with the skill to socialize right off the bat, but they ARE genetically enclined to favor that activity, meaning they will do it more often, meaning they will get better at it. Plus, they come with better genetic skills as well, but that's really not that noticeable.
And it's both as I said, the values passed on to women (and actual values, what makes people choose and examine things) were agaisnt women learning.
And the reason this happens is, before technology and civilization, the source of power that really made a difference was strength, meaning that me ncould overpower women at will. Plus men had a more important job, as they were the ones who provided most of the food.
This, boosted by the fact that women are demonized (also caused by the previous statement) by the all-influencing religion, created our ex-patriarchial society.
Now, our society has mostly blocked-out violence, meaning strength has little power now, and even if it did, we have fire-arms and such, which are much more efficient than raw power, and are not influenced by gender strengths.
Which is why poor societies are more male-dominated. Lessened police means empowered strength.
Also, they did the same poll in 2005 or something and intelligence came third. The first two were personality-compatibility and kindness, or something like that.
