It may just be because I've not watched his show enough, but from what I can tell, all he does is commentate on videos almost everyone has seen. It's fine and dandy showing funny videos, but America's Funnies Home Videos is basically the only way it works well. People send in their videos, and there's a few lines that make pretty good jokes, but you watch it for the videos. From what I can tell, Tosh does that with videos that most internet-savvy people already see.

Unless it's changed/different than that, I don't know how it's awesome, except promoting good videos
