There were some that were out in the dry (They used to be in a puddle, but it evaporated).

You don't "create" the rainbow, and you, in fact, just look at it. The conical photoreceptors just allow us to see it (and any other colors for that matter), they don't make it appear in your brain for some unknown reason. That, and I can't think of any animal without cone cells. Whales, dolphins, walruses and other marine mammals nobody cares about have only one cone type, so they wouldn't be able to see different colors in the rainbow, but they would be able to see the rainbow itself.
