It's fairly active. It's just that compared to the rest of Fast Threads, it's sluggish.

While at first I thought that modern architecture was ugly I now find it to be somehow beautiful.

Actually, the name Justizzentrum suggests that it is a building for some legislation department, german prisons usually don't have that name. But there are prisons that aren't half bad.

Ok researched it, it's not the Justizzentrum, it's the Justizanstalt Leoben, so in fact a "prison", however it only holds people who are to be in prison for less than 18 months, has full rehabilitation program (group counseling, german language training, libraries and all that shit). Unlike some prisons in america, this place simply tries to bring these people back into lawful society and maybe help them overcome whatever dragged them down.
