It's not his fault? He didn't give a damn about the troops, and signing that pact was HILARIOUSLY short-sighted.
Take the generals who sent millions to their deaths in the trenches in WWI. Are they not to blame for their deaths? I'm not saying the nazis are somehow absolved of blame, but Stalin's incompetence DID lead to [B]so many[/B] being killed.

It wasn't short-sighted at all. Stalin knew a war between them was inevitable - he signed that treaty to buy them time to prepare for it, expecting the treaty to be broken 5-10 years later than it actually was. Hitler, being a well-known asshole, broke the treaty *before* Russia could prepare for it. And while he definitely did send troops into combat with no real training, equipment, support, or expectation of survival, it was more out of necessity than malice. He had resources, some scarce (arms, munitions), some plentiful (people). Given the situation, which was created mostly by Nazi invasions, he basically did the best he could. Were I in his place, I cannot say that I would have done significantly differently.
You can totally blame him for his actual kills. Invading Finland, Poland, Lithuania et al.? His fault. The purges? His fault. The massacres? His fault.
But you do the victims a dishonor by naming the wrong killer.
