Algae/plankton and minerals make water greenish/deep blue. So presumably there isn't any in that water.
And the white sand reflects the light back out of the water instead of it being absorbed by mud.

Well that's some kind of public building which can't be seen far away from the city centre unlike the skyscrapers, so in my opinion it's justified to use WOW-architecture on them. I actually kind of like the looks of that building.

GTA III had some seriously awful map design though, especially in Shoreside Vale.
I basically hated every map until San andreas, it wasn't 3 islands next to each other but above and under neat and much more, not just the game play was better but just a lot of design-things also..
Still like it over every other GTA to be honest.
The San Andreas map reminds me a lot of the Mafia II map.
