Between Gordon Freeman, Niko Bellic, and Alec Mason. They all could senselessly kill, but two were (mostly) for a cause. Niko mostly just kills out on the street for no purpose.
Only if you choose to do so Because Niko, as a character, is a very good guy.
Did you take that avatar from me? If you did, I don't mind.
Nope, I found it floating around in the web.

dantes inferno
Carl Johnson from GTA:SA Infiltrated a naval base, killed a shitload of people and stole a Hydra, then blew up some other hydras and some boats -- IN ONE MISSION. Stole a jetpack from a high-security military base while being shot at from EVERYWHERE. Went through one of the most DIFFICULT missions I have ever played - End Of The Line. In addition, he has an arsenal of weapons, a shitload of friends who would back him up at any second, And in my game, Millions of dollars. Awwwwww yeah he's badass.
And for some reason, you didn't mention that mission requiring you to bury a construction worker in cement, and in a portable bathroom no less.
The Postal Dude Seriously, look at this cold blooded killer.
Well this is a bump and a half. There's a post of mine from November 2010. Adam Jensen can be pretty damn violent.
Jack from madworld.
Predator.
Easy to survive though, lay down, whimper, shit yourself and cry out for help and he will ignore you.
The Soldier. He performs self-mutaliation just to jump higher, collects heads of his enemies, blows himself up just to kill a camping sniper or unaware heavy, need I say more? The Courier from Fallout: New Vegas. Or, at least he was when I played.
Any character on warhammer 40k that follows Khorne. BLOOD FOR THE BLOOD GOD! SKULLS FOR THE SKULL THRONE!. Seriously, the only way to worship Khorne is mindless slaughter.
Someone already mentioned Caleb from "Blood" so I thought I'd add one that has gotten much attention: Jackie Estacado:

Almost destroys the universe without even being aware of what he is doing.

Defcon. Wiping out entire continents in the blink of an eye over reasons that are never fully divulged. A minor attack for them will result in 1.2 million dead.
Whoever you are in DEFCON.
Nuke Everything

In The Darkness 2, you can pull peoples spines out of their anus. No contest.
I would count people who're more powerful less violent for any particular act of violence, since it's easier for them to do.
