It's a giant page stretching photo of a cat. It became a running joke, what with it being an insta-ban thing due to the before mentioned hugeness. It then quickly devolved into idiots trying to be clever posting it and getting banned, and also being overused. Now if you post it, with exceptions, it's a sign that you're a troll trying to be funny.
