I think that's from Afghanistan's first free elections or whatever happened. They dyed their fingers to prove they voted. That's what it looks like to me, but why that person's holding a rifle, I have no idea.

I believe that's election ink. In many countries, often poorer ones such as India, or third-world ones like Iraq or Afghanistan, when you cast a vote, you have indelible ink put on your finger, so you can't vote again.
