I'm pretty sure that high mW lasers are illegal in the United States as well.
Class 4/IV lasers (operating above 500 mW) can not be legally promoted as laser pointers

I'm pretty sure Au just made any pointer over 1 mW illegal. But permits can be obtained for occupations like Astronomy etc.

Australia banned all laser pointers but if you have one on you and have a good reason for it you wont get charged... they banned them because kids were pointing them at landing planes.
