I've played New Vegas but everyone tells me Fallout 3 was better. I really want to find out for myself please.

Fallout 3 was only really better because of it's setting. It does a good job of making you feel like the world actually ended. New Vegas was too populated by comparison. New Vegas is better in regards to it's features, a lot of popular Fallout 3 mods were implemented in vanilla NV.
Basically if you liked NV you should like F3, just make sure to get all the mods for F3 that NV uses by default.

No, there's like an ambulance or a police car going places here every 30minutes. Few weeks ago there were 5 armed robberies in 48hours. I have already calculated that if somehow I survive in my 9-12C room, I will get shot. I can gift you dota2 if you want, not sure how can I do that over a cell phone though.
