But seriously, guns do have their own "stats", in the form of bullet groupings (bench rest), muzzle energy, rate of fire, and these things have an effect on the effectiveness of a weapon system.

The same user would most likely not get better results from a "better" gun. I know this, I own and shoot firearms on a regular basis.
If I have a .22 rifle, and I am experienced with it and can hit my target well. Shouldn't that mean if you hand me a Barret Mod .90, I should also be able to hit my target better right? It is a stronger, more accurate weapon that a .22 is it not?
Well no, it is pretty much all dependent on the user. Of course if the weapon is a piece of shit it limits how effective it can be. But if you are extremely proficient with a lot of firearms, lower grade weapons can be a lot more effective than you think. Relying on the gun's own personally capabilities is an awful, awful idea.

I never said that Skill < Gun, but Gun is still a very important aspect. If I hand you gun with a non-free floating, non-rifled 2" barrel and blocked iron sights compared to, say, a JP PSC-12 with a quality optic, you would probably get better groups with the PSC-12

A rubber dummy round has a lower chance of killing you than a fancy hollownose bullet.
A free-floated barrel helps contribute to better groupings (i'm talking about benchrest shooting where the operator skill is less of a factor)
A faster bullet gets to the target faster
A heavier bullet is more resilient to wind drift
A faster, heavier bullet will kill more quickly/with higher probability if you hit in the same area.
If all other variables are the same, the gun/bullet will make a big difference.

Effective range. Bullet weight (to go through barriers such as glass, wooden boards, heavy vegetation). Muzzle velocity (at extreme ranges). Accuracy (at longer ranges). Rate of fire. Weight and size (limits amount of ammunition that can be carried, makes gun less mobile)
