It is fully voice acted, and they tried to do lip syncing, but it didn't turn out too well. Its a minor detail.
It really is a nearly DLC quality addition to F3 and it gives you something new to do.

In social studies you learn about stuff like civilizations and how they interact with eachother, and what are the requirements for people to emigrate or immigrate and pretty much stuff about human interactions and behavior in history
