There's an article where they asked the author about this and he said he specifically wrote the book without describing the characters visually unless it affects the story (missing legs etc) and that even Matt Damon's role is written to be raceless.
He described doing so as avoiding such problems as "Gandalf isn't that tall!!" that other adaptations end up having when they give too many details. This lets them pick the best actors for each role without fear of having to turn someone down based on certain features.

This is pretty fair I'd say, had the author stated otherwise I'd understand and agree with the outrage. Like with GitS having a caucasian actor play what's meant to be an explicitly asian character for example.

I refuse to ever watch GitS on principle for this reason, having the Major be played by some honky is just insulting

CS 1.6 lost a lot throughout the years since the CS GO exists.
