Ok maybe that was a poor example. But all those "public places" are owned by someone. Painting on the side of it isn't what they wanted unless they said "yes you can paint on the side of my building".
Graffiti in itself is great, the problem occurs when people draw stupid shit and act like it's cool. Graffiti should be covered under free expression but still have limitations on hate speech, indecency and plain old retarded ones.
I honestly love graffiti, it's like drawing, and marking your place in streotype gangs. I do it, but on designated property.
There's a big concrete skatepark in my hometown that was built a few years back. A lot of people wanted to do some graffiti style art on it to make it look nicer but everyone had such a hangup about it that they never bothered. It's just a concrete formation now instead of an awesome attraction.

My fence was tagged. Then the neighbourhood watch phoned us and issued us a fine if we were not to get rid of the graffiti. So then we had to go out and buy paint and brushes, just to paint a square over our fence. Now our fence has a ugly looking square of paint over it.
I know there's an unused train tunnel that everyone uses to paint their graffiti

What I think : Graffiti is vandalism on the streets, randomly scrawled names aren't really considered art in my opinion. There's a wall near where I live that has amazing pieces of art, but one of the gulleys near my house just contains, to put it bluntly, crap. And someone sprayed their name on the back of my wall in my back garden. To the person who did that : you can :fuckoff:
