I have braces and I can whistle both ways, I'll agree it does make it a little bit harder but not by that much.

it also helps if you lick your lips a little bit first, don't go slobbering all round your mouth,mind.

also, try to estimate how hard you'd have to blow to make a candle flame flicker rapidly, but not put it out. That's ideal.

and if you haven't guessed already, yes, I can whistle.
