They're known as the Shu'ulathoi, or as the Combine Advisors.
Little is known about them, but they are presumably big players in the Combine Empire.. of which little is also known.

I asked a friend to make it for me years ago and I like it a lot.
Its an old picture of my cat. A good long while ago we had gotten a new web cam. She came over to see what it was. Since we had the interface open, we snagged that picture. I forget if I uploaded the full sized original to my Photobucket or if its lost when my old computer's hard drive committed suicide.
It's an APNG of the flag of Scotland. Because I'm a Scottish cut.
Mine is a character from the Japanese animation called "Kill la Kill" which finished airing recently. There my avatar, the character "Senketsu", is a speaking sailor uniform with special powers the father of the protagonist, a scientist, made for his daughter so she can beat the evil that is threatening the earth with his powers. Despite being a uniform he is one of my favorite characters in the show because of how much he cares for the protagonist.

Obviously, it's a Sega Saturn. The one pictured is a North American mk. 1 model, known for having a satin black front panel with oval buttons. Mk. 2 models were entirely matte black and had round buttons. Other less noticeable differences are within the hardware and firmware. The earlier model was more difficult to produce and more expensive than the later model, and also more easily tricked into playing bootleg disks.
Who it is is quite apparent. Moreover, the source was from Deviantart (re-sized of course due to restrictions)

I'm sure a lot of you have figured this out already, but mine is Ratchet from Ratchet & Clank. This one in particular is actually neither directly from any of the games, nor fan art, but from the comics that went along with the series.

HookerVomit made a bunch of Akira avatars, I took this one, and I love it.
Some dude drew awesome pics of the knights from castle crashers. IIRC, this was my first avatar. Just felt like going back to it.
