I'd combine the great story telling of Half life, with the strategy of the Total War series and then throw in the creativity and sheer epicness of Minecraft.
It may not work as a game, but a man can dream cant he?

Grand Theft Auto 4 for the city.
Left 4 Dead for the fast paced zombie action.
Fallout for the inventory system but in the form of a backpack.
The main objective is to survive. You would have to search through buildings to find anything you could use to survive (First aid, ammo, anything that you can use as a weapon etc.) Same driving mechanics as GTA 4 and same FPS as Left 4 Dead. The city would be infested with zombies and a few other survivors that you can either team up with or kill and take their weapons. I feel like that would be the BEST combination.
Just Cause 2 for the terrain and graphics.
Apache Air Assault for realistic helicopter action.
And Left 4 Dead for zombies.
Hearts of Iron III, Napoleon: Total War, Europa Universali III
COD for CQB combat
BF for combined arms
ARMA for scale
