this makes my net seem much worse than it actually is though, since I've got cable internet - which is connected to my computer through a wifi router, then through a repeater - my net can have its good days and its very, very bad days.

My friend has internet speed that can be measured in kbps.
He's getting satellite internet to remedy the problem, but that creates problems of its own.

Pretty sure he still will have internet on cloudy days, it just wont be as fast or stable. The signals are designed to be able to penetrate clouds. It's just heavy rain clouds, storms and snow that will be a problem, wind can be as well as it can move the dish slightly.
Seems weird to offer unlimited download speeds and then enforce a 14GB limit. I mean, I don't really understand the science behind it all, but still.
