To be honest, I would have gone with the more expensive one, just to make sure it's not just visual damages on the car.
And maybe, he'll not be as reckless or possibly get an insurance because of this?
The last three people to rear end me (I have bad luck) were all uninsured, you're lucky it was your friend and that he hit you and not somebody else. Shit sucks trying to pursue payments when they're not covered, they tend to be assholes about it too.
Luckily my car is built like a tank and the bumper hasn't been completely destroyed yet, but you should seriously have him get insured.

I'm an auto body mechanic (I fix stuff like this for a living) and that is definitely purely visual damage. The part with that the windshield might accidentally break is pure bullshit. Just go to some independent body shop and they should be able to fix it quite cheaply. The paint is what pulls the price up. Paint is expensive as hell.
