I've decided that the only games I'll play from now until I finish every one (except for the NSFF ones like Huniepop) will be games I've accumulated from this year's steam sale. I don't want to fall into the trap of buying things without playing them.

Try using Windows Easy Transfer.
If there's additional stuff you want transferred to your new machine, just select "Customize > Advanced" for your user account and tick the stuff you want or don't want transferred.
