i have avast but idk wtf happened??? it was uninstalled and I'm trying to reinstall it but the virus keeps freezing me on that page and its now telling me that its going to be 240mb and I'm too exhausted for this. I'm literally about to throw my computer

I dunno if your pc refuses to install Malwarebytes, but give it a go. If not, try to start your pc in safethy mode (or what it's called).

it traps you on a page and keeps popping up with a phone number saying that the only way to get rid of it is to call the number and pay $199.00. My boyfriends friend got the virus and actually ell for it and paid them the money.. but my bf got rid of it on his mothers computer because she almost fell for it.
They don't have macs though and my bf won't be home until late tonight to help me ;-;

If it keeps blocking her page ( I have no idea if its happening on desktop or internet browser), it looks like one of the scam applications thats running in the background.
Running in Safe mode or closing down the application in task manager could help.

If it's an adware virus, then she should try booting it in safe mode and running a virus scan.
