You know, that sounds quite interesting... I would actually play that. You know life in the vault... Tunnel Snakes eventually sneaking a gun from the armory. Causing a horrible uprising where they get brutally tortured and shot down.
ANYWAY, heres my vault: The worlds greatest engineers and builders placed in one vault with a big area basically 2km by 2km where there are construction vehicles and other things. (basically like a sandbox, but on a much bigger scale.) Then living quarters a clinic and everything you basically need to live in a shelter. The vault contains a G.E.C.K. to make the area around the vault fertile for construction. When they leave the vault it acts like a of like a garage for the machines, and for storage of tools etc... They build a city and they settle it.
This actually sounds like a good idea for a New Vegas mod... I'm going to get to work.
You know I just skimmed through this thread again... The ideas some of you have are more like torture chambers, not fallout shelters. :(

They were all experimental shelters. Being a fallout shelter was just a side effect kind of. They took the system where everyone was locked underground and in their hands and took it farther by adding experiments, mostly biological or psycological. So yeah, they were more like torture chambers, concievably.

101's experiment (that failed) was that they were supposed to never leave the vault.
There was a war, however while Vault-Tec did market the vaults as being shelters, they had ulterior motives for doing so.
