Get Ophcrack, install it on a blank CD, boot your PC from it and use that to get the admin password.
Click reset on the router, login to (most likely) 192.168.0.1 using username admin and no password.
Change router password to something your parents can't guess. Make your own OpenDNS account and register your ip with it and then use the OpenDNS servers on your router or just set to 8.8.8.8 and 8.8.4.4 if you are to lazy or your ip is already registered. If possible install dd-wrt. As for your phone if they put something on your sim card, take it out. If it's in the phone itself, reflash its firmware. Also get a prepaid sim card (atleast where I live they are dirt cheap).

I'm in the same situation, only my dad does IT work for the government and has all of our web traffic funneled through a filter he installed onto the router, or the computer managing our server traffic.

"Accidentally" Break your router, and buy yourself a new one at best-buy. Keep it under your Mattress until you find a day when both of your parents aren't home. Set it up with your own password, everything etc.

Or just tell your dad because he is obviously going to be on your side deep down since he set up the parental controls BECAUSE of your mother shutting down HIS WoW account, he will give in before your mom. If you get him on your side, it will be cake.
