It was designed specifically to be seen and recognised by an unaided eye from a minimum distance of 500m at all times, reassure the public that police are present, and be highly visible as quickly as possible in a car mirror if they've got to speed past.
Research went into this design, and it's colours are designed to be what the human eye is most sensitive to - blue/green at night, yellow/green in the day. The greenish-yellow is on nearly all battenberg vehicles, and the alternating colour tends to be blue for police, green for ambulance, and red for fire.
