It is.
But considering its genre it can actually get away with it.
That and as novangel said its got a pretty decent story.
It keeps your attention throughout the book and its got a really strong atmosphere to it. It also knows how to abuse the strong suits of the VN format for maximum effect.

Saya no Uta is a finely crafted lovecraftian horror, one which got me to stop playing after 20 minutes the first time I tried because the eldritch voiceovers were terrifying me. once I got past being a huge pussy I managed to finish it and it was great, the gross shit is there for a reason.

Anime are cartoons made in Japan. Even if a bunch of Japanese made a series with Western-style drawing, it would still be an anime simply because it was made in Japan.

Basically. Avatar is a western cartoon done in a very anime inspired style but it isn't really anime.

Anime is the Japanese word for "cartoon". In western use though, yes, it refers specifically to animated works created in Japan, regardless of the context, style, story or w/ever.
Though having a suitably "anime" artstyle gets stuff named "anime style" or "anime influenced" etc etc.
There's also the thing where being made in Japan makes anime be in Japanese

it's all music, but people do tend to discuss it in different places as fairly separate things, regardless of cross-genre inspiration or style.
