ToCA race driver 3 is both arcade and hardcore simulation depending of which mode you choose.
There's the WRC FIA World Rally Championship game.
I played it and liked it, but I haven't heard anyone talk about it.
There's also the DiRT series, as mentioned.
I've played the Richard Burns Rally game, and it's physics are pretty bad.
There's also the Cross Racing Championship game. I've played it and it's fairly fun, but it didn't really hook me.
There is MOTORM4X, but it's more of a hardcore offroad game with some rally mixed in.
If you want an older game with a large amount of mods, check out 4x4 Evolution 2. It's a free game released in 2001.
I do rally in real life, and so far I haven't found a game that accurately simulates it.

Yes, it is for PC
FlatOut 2, as already mentioned. Wide variety of cars, opponents with differing AI and barrelrolls from hitting a traffic cone.
Dirt 2 was great, it didn't really focus on rally much though

I'm just basing it on my real-life rally experience.
So far no one has really managed to make a realistic rally game.
