Not everyone gets to go to Afghanistan or anywhere else overseas when they're enrolled in the military. He might just be based in a different state for all we know.

Then I don't think there's anything else that might distinguish it as American apart from the English writing, it could pass as anywhere in western Europe. Still, it probably is America though, only at a base far from his family.
