It appears to be some lesbians (I'm assuming from the paint, because rainbows represent the gay pride movement), and a guy holding another guy in bondage gear. Also, the bondage guy has nipple rings. The background also features some old buildings, a good sized crowd and a ginger with a disapproving look.

I assume they're at some sort of gay pride event. There's a sign near the left side from which a "p" can be seen, this is what leads me to believe it reads "pride".

That's pretty much all I can say for "what's going on" in that. I think much more cold be taken out of it, so if one of you guys wants to start a steam group chat so we can talk about it and analyze it more, I'm down. I think a tinychat would work too if we wanted to get camera communication going as well. I'm sure we'll have this picture all figured out by next week if we put enough effort into it.
