A lot of jokes have been made regarding his skin color (he's black) and that gif has been posted around for years on Swedish CS forums. It basically means that you can recognize SpawN without nightvision because his eyes and teeth stand out in the dark. It was a bit of a longshot. Didn't really expect many people to get it.
