That's either because the lighting system was way too resource consuming, or because it was making places way too dark.

Pre-release footage of Oblivion showed the game with very dark, contrasted lighting, and the actual PC release had none of that. The xbox version, however, still has the exact same lighting and it's very annoying because you really can't see shit.

Also the desert in Far Cry 2 looks kinda meh, the jungle looks much better, that pic is not at full graphics.
