Oblivion should have had darker lighting, the lightening fucked the dark dungeons up and made them all perfectly visible.

But if you start making things darker it's extremely inconvenient because the torches are way too weak and so are most of the lighting spells.

The way lighting is handled in Oblivion just makes darker places barely possible. If you want to make the game darker, you don't actually make it darker overall, you just reduce the strength of light sources and you turn up the contrast.
