It is below 60FPS, so yes. Like, I don't need 62 FPS back specifically, but 59.9 is not good enough. Like, I am seriously considering a special condition for a refund, as the game's state has changed to a point where it no longer meets my requirement of a constant 60FPS; it is at 59.9 FPS.
