Basically what I'm thinking is that human social structures have evolved quicker than the human mind has. Think of something like non-functional fashion, it has always existed in some form, but it used to be pretty basic. For example, the Romans wore togas and tunics and other than that their minds had little to worry about in that regard other than not wearing pants to not be confused for Germans. Now there's a huge industry that is rapidly changing requiring the mind to have more space for it than it used to, essentially pushing out room for other things. Same goes for governments. Structure used to be pretty straightforward and understandable to a common person, but now there's a billion fucking agencies and groups that are impossible to memorize all of without a degree and a photographic memory.
