As would I, if you're really worried about getting caught, then just draw it in the comfort of your own home, I do anyway due to my lack of money to buy cans/ pens. I'd also recommend spending a hella while drawing in your own home, perfecting your style, making sure it's right before you go and paint anything illegally. One of the problems with graffiti is that unlike standard art, where if you cock up, you can just rub it out/ scrunch up the piece of paper, with graff, you've made a cockup that everyone can see, with your name on it (not your name, but your tag at least)

Going to use this post to force ideas, build arduino boys (google it) and sell them, or use them with the gameboy that you have, and make sweet chiptune music.
I'm gunna keep bringing up chiptune because music is a good hobby, and you already have most of the kit for making chiptune music.

Back garden, provided you have a foam boss, and you start out at a decent range, there is very little to no chance of hitting your dog unless you are aiming at him, or aiming extremely low.
You could do some outbacking, and go fishing and all that in some back rivers.

I think the main problem is that you're worried about the initial start-up into a hobby. Model construction is a real tricky one to get into but you'll love it once you start seeing the results.
I was a bit lazy with my model trains, half-completed a table-tennis sized layout when I was 12 but disassembled it because I had put stuff down in the wrong order but it was still fun regardless.
Model construction is a great passtime. I casually built tanks these days but I'm saving up money so I can make a new railroad. Model railroading is a whole different subset to model construction because you aren't just assembling trains- you make buildings, landscapes, work with electronics a bit (or lots depending on how much of a control freak you are) and painting is pretty cool too.
Seriously, once you start seeing your little railroad come together, [B]you feel like a god.[/B] That's your little world that you made and the only thing that can ruin it is cats and dust. The operation of trains is so mesmerizing too, hearing all the little clicks and clacks as it goes around the track.

I'm saving a bit of money so I start construction on a new one, except this time I've got the skills and know-how. If space money and is an issue, consider going N-Scale. It's a very neat little size and it caters perfectly for you because N-Scale in the last 12 months overtook HO-Scale as the most popular size to use in Australia.
You could start smoking weed if you aren't looking for anything constructive...
Or you could try art... drawings or cgi or photography and such...

Are you overweight or out of shape? Workout, no joke. Did that for a year. Lost a ton of weight and boy does it kill time. It's not a waste of time, and it's very rewarding.

What do your friends do for fun? Try finding some common interests.
In general, when you find a hobby, try to find people who are into the same kind of thing. It's great to discuss what you're doing with like-minded people, and do it together. If you can't (or don't want to) find any in real life, there's still the internet (even posting about it on related forums is better than nothing).

There's a lot of electronics stuff you can do without soldering (breadboards can often replace it). You'll probably wanna learn it at some point - watch out for supervised workshops then.

What about regular woodworking? You'd start with simple things like a small chest or something. The first thing I ever made was a small CD/DVD case for my desk and I got hooked. Last year I built an electric bass guitar and this year I'm almost finished building my acoustic bass. This spring I'm planning on making a longboard. For me, it's enjoyable to go through the process of planning, then making it happen. The result is really satisfying too, and you've got yourself whatever it is you made. You could even build a simple table out of pallets, which some companies will give away for free if not for cheap.
Do you think there's any place for you to access the tools? Maybe your parents have a friend that does woodworking; you never know until you ask. If you're interested in at least the thought of making your own things, you should check out the Maker Mates section at the bottom of the forum. With a Dremel set you'll have an amazing tool for a variety of projects. I'm sure if you ask in the section for small easy to do projects, they'll have some suggestions.

ride some bikes or try body surfing or something if you are near the ocean. Kayaking is pretty fun too. I picked up a cheapo inflatable one for about $100 and it fits 2.

How about gardening/botany? Growing plants can be more enjoyable than it may seem, it can be a nice, relaxing, and relatively cheap hobby. Plants like wandering jew, spider plants, or hens and chicks can be easy to start with because they are hard to kill and grow well indoors or out. They also reproduce quickly.
If you get into it you may even be able to turn a profit.
You should get into gun collecting. Although it's pretty expensive as you go along, collecting and firing historic weapons is pretty neat.
Unless of course you live in a country with little to no firearms. If that is the case, you can also try sword collecting.
