Anyone who's been being posted a lot for mod by clear groups of friends and not people actually nominating good users (like zone) or self nominate are put on a list to never become mod because they just want the title
Ehmmett is the only exception im sure and I say this nonrionically because he's been doing it forever so mods are used to it
