Tbh KyoAni really had no clue what demographic they were aiming for with Chu2, they at first were trying to get moeblob fans, but then they wanted to try to get the drama romance fans, and in the end just completely ballsed it up.

Clannad doesn't have any OVAs so I was confused on both fronts; It only has additional adaptions of alternate routes.

They were adaptations of the other girls' routes in the visual novel. They weren't an "[i]original[/i] video animation" they were just specials that animated already made content. It has always been my interpretation that something needs to be an original story not following source material in order to be an OAV/OVA. Likewise it needs to be an original story shown only on the net in order to be an ONA.
