I agree. It's a reward for those patient enough to wait for a hat even when they hadn't gotten one for yonks.
Seems almost reminiscent of the whole God/Devil mythical "Judgement Day" thing. Those who remained pure would be rewarded, and those that did wrong would be punished. On one side, the faithful players, patient enough not to resort to uncouth methods of acquisition of that which they wanted. On the other side, we have the impatient idlers, lured to the devilish Idler with the promise of hats. Then along comes Valve, the "God" character, that descends upon the world of the Fortress and unleashes Judgement Day, rewarding the patient with a divine hat, and punishing the idlers by confiscating their unrightly obtained items.
But, no... I don't hate the idlers. They were merely easily frustrated by the scarcity of hats, and lacked the virtue of patience. In the end, they're only human.
To conclude, what Valve did was kinda Biblical...

Wow i have one unlucky friend.
He was gonna be starting a new course at the college i go to, on his enrollment a few months ago he met some girls and one of them is genuinly interested in him, and this is like the first girl who has been as well.
He's found out that he's moving in a week or so and that he's gonna be going to a new college. I feel so bad for the guy :\
