I'm absolutely sure that it's just a sequel, at least to me.
If it's progressing the story in any way forward past what we already know then it's a sequel that has some sort of flashback or whatever the reason behind the prequel existing is.
MGSV i'd say is just a prequel since everything happens in the past and is just explaining the base for whatever happens in the future, at least to me.
