As I said in the PM, the power supply itself will function just fine with or without a motherboard. You can short out the start signal pin with a ground pin to power it on. However if you're trying to power up a computer, the computer won't function unless the necessary power requirements are met. On most newer systems that means having the 20 / 24 pin connector plugged in along with the extra 4 / 8 pin connector.
