Well typically a thumbtack has a pointy metal part on it, and when sufficient force is applied usually punctures drywall.
That's best case scenario though. Sometimes you go to put it in the wall and it goes into your stomach.

You can get small double-sided foam pads that do the job quite well. If not that, then look for outdoor-grade double-sided tape (though that might be overkill)
Personally, I wouldn't damage the poster with tape or thumbtacks.
You can make a cheap frame with some card stock. Just get some bigger than your poster and cut slots at the corners to slide the poster into.
