The only reason why that is the current record is because kills have to confirmed for them to made into a record.
I have no doubt that snipers from many different countries including the US have busted off shots longer than that. However, when you have to take a shot from that far, there is a reason. It's either too dangerous or you have to get the hell out of there right away, there really isn't any time to go over to the body and confirm the kill.
