Belts are not allowed in Prison, and the clothing they issue doesn't always fit, hence saggers.
The trend doesn't make much sense outside of prison though, since you have easy access to a belt elsewhere.
It's like it you were to prefer plain spaghetti noodles (no meat, no sauce) because that's how the prison staff made spaghetti.
Really the sign that people think of things from prison life that were a direct result of being denied certain objects be the security staff as being cool shows we have deep societal issues.

It may have spawned from an older practice of the police taking the belt away from a suspect when they're being arrested. Gangers and other criminals began using this as a sign, essentially saying "Cops took mah belt, yo."
