Tim Buckley is literally less competent at facial proportions than a middle schooler.
Go into any middle school art class in America and ask about the proportions of the human face and they'll show you something like this.

One thing you might notice is that the eyes are more or less equally distant from the chin and the top of the head.

Here I've marked the approximate halfway point of Red's head.
Red's eyes are about 3/4ths up from his chin.
This is a perfectly reasonable mistake... if you're in grade school.

Here's the same image, edited (again in paint because i don't feel like loading up photoshop) to put the eyes where they make sense. It's still no Calvin and Hobbes but it's slightly less abysmal.
