It's a running gag. The stats have stayed the same since the original game, where it was intended to be "2" instead of "12." They made a typo and they've kept it throughout. :v:

They were thinking that if Gandhi ever made it into the 21st century, he'd probably hate the fuck out of the world.
What makes the Gandhi nuke rating so great is that all his other stats gear him towards a fairly peaceful Civ. It's not like the first game where a rounding error turned him into a marauding tyrant, Gandhi, for the most part, will be contended to sit with his four cities untill he wins a cultural victory or something.
It's just that once push comes to shove, he has no qualms turning what may essentially a small land dispute into a full on M.A.D scenario.

From what I know, it's because his original agression rating was 1 (out of 10), but adopting diplomacy gives an agression change of -2. This ended up with it overflowing backwards to 255, and he decides to fuck up more shit than the Huns as soon as he got diplomacy on civ 1, and they kept it since.
