That's why there's so damn much of it. If containment is lost, the reaction STOPS. So the only risk is from the matter currently in the reactor. Hydrogen itself is relatively safe. Overall you have only a few grams of hydrogen. Yeah, fusion should be pretty safe. A catastrophic failure would only be a catastrophe for the reactor equipment itself.
I imagine the worst that could happen if the chamber was somehow breached would be a large release of steam from the heat of the reaction. Which could be quite violent.

Basically, instead of compressing air using turbines and heating it up with injected fuel, it compressed itself by being rammed at high-speed, and was heated here by the nuclear reactor. It could possibly kill everyone in the building as well, because helium displaces air. It could also cause serious damage to the reactor, since quenches can be explosive.
