The idea is that the bombs, because they're not meant to be used on vehicles (let's face it, they're obviously a rare asset for the resistance) are actually hollow, and the explosive is nothing more than a thin layer on the outside of the bomb. This lets the bomb fold up into small IKEA-esque plates which can be stored en masse. I do love writing these kinds of technical explanations, even if this specific one wasn't mine. Why would they have round hollow bombs then? If space was an issue, surely they'd just keep them as flat plates because it would be far easier then making bombs that [I]unfold[/I] into a sphere. They could still blow up if someone ran over them, and they'd also be harder to see than the spheres. I like the teleportation explanation, because it makes more sense. The humans could do it with the anti-strider bomb things, so the combine would be able to as well.

Big balls are very visible to the player. HL2 is a video game. No need to thank me.

And the best part is, it's only an hour's ferry from my house. Also, fun fact, Auckland, the largest city in New Zealand, is built atop of no less than 53 volcanoes.

The explosive coating on the outside of the bomb wouldn't be able to build up significant pressure because it's not contained at all, no matter how powerful this science fiction explosive is, and it would send the fragments, the most deadly part of the bomb, inwards instead of outwards like a conventional bomb. What you would basically have is a firecracker that floats.
I remembered now that the bombs float, perhaps they were originally intended to be sea mines?
